Los Angeles City Hall Seismic Rehabilitation Project - What is the moat?
The moat is what allows the City Hall structure to move 2 1/2 feet in any lateral direction during a seismic event. However, when the building moves everything that is connected to it, utilities, pedestrian entrances, and vehicular bridges must remain attached to both ends. Communications and data link cable connections
Also, the moat must be covered so that objects will not fall into it. Landscaping devices and planters are installed over the moat along Main Street and at each building entrance. Along the rest of the building perimeter aluminum grates cover the moat.
Pedestrian Access

There are five pedestrian entrances to the building. The Henry Rio bridge connects the 3rd floor of City Hall with the 3rd floor of City Hall East. A specially designed expansion joint attaches the bridge to the building. Each of the four main entrances to City Hall are part of a system that allows stair casings to float above the sidewalk






The bridge is free standing on the City Hall side. An expansion joint will be installed between the end of the bridge and City Hall to bridge the gap.

Vehicular Access
The garage ramps have been placed on sliders.

Utility access
An opening in the building wall allows the sewer line to move laterally Ball joints on the water main allow the line to conform to building movement without danger of breakage.
Fall protection
The moat will be covered to provide protection against accidents. Along Main Street (below center) planters have been incorporated into the sidewalk.
The steel frame moat covers will move with the building and will support granite faced planters. These planters will camouflage
the moat and add to the overall landscape of the grounds around City Hall.
